In South Vietnam, however, probably for the first time, the Americans used their capability for clandestine operations to establish a pro-American regime in a country where their own business community had no immediate stake, for reasons which had to do entirely with global strategy. II Initial American difficulties in South Vietnam arose partly from the way in which the French had exercised political control since 1946. The creation of a 'national' government- first the 'French Republic ofCochinchina' ofjune 1946, later the 'Associated State' under Bao Dai- represented only one aspect of French policy.

It was dealt with in supplementary talks at deputy foreign minister level, between Lord Reading and G:romyko, and the outcome was a large measure of agreement. Letters dated 8 May I 956, from the Co-chairmen to all the countries and parties concerned, amounted to an acceptance of the new situation: the International Commission would be allowed to continue in being in The Geneva Partition 33 both halves of Vietnam, without any new definition of the legal responsibilities of Saigon. 13 China's proposal to reconvene the full conference was thus set aside and Peking does not appear to have pursued the idea farther at that stage.

Its case was by no means watertight, since the Geneva documents were extremely vague in their references to a political settlement and to nation-wide elections. It was the (unsigned) Final Declaration which stated categorically that elections would be held inj uly 1956, and that preliminary consultations should begin on 20 July I955· Apart from specifying that they would be by secret ballot and supervised by the states represented on the International Commission (India, Canada and Poland), the Declaration left open the precise form the elections would take.
